Athlete time gaps page reworked for general club use

RDS 8.0.1 (October 7, 2018)

Athlete creation from RC now updates RCA number and validates athlete
Event entry synchronization uses entryOrganizations array to determine primary club
RC entries page also shows deleted entries (until we find out how they are getting created)
Rollover: reverse list of regattas in dropdown; do not copy across getDefaultPendingToExhibition value during rollover
RC Participants: show RCA information from RC before RDS person creation
